#1 - JLGA BY-LAWS
BY-LAW
#1 - NAME
For the purpose
of including all youth & all goats
throughout the state of Louisiana, the
organization formerly known as the Junior
Louisiana Meat Goat Association shall now
be called the Junior Louisiana Goat
Association.
BY-LAW
#2 - PURPOSES
This association was
started to promote the youth goat
project throughout the state of Louisiana.
It shall exist for the mutual benefit
of all its members & its primary
purpose is the promotion of the youth
goat project throughout the state of
Louisiana.
This association shall have the following
specific purposes:
A. Promote
the youth goat project throughout the
state of Louisiana.
B. Hold educational activities geared
to youth of all ages throughout the
state of Louisiana.
C. Host open Junior Goat Shows
throughout the state of Louisiana.
BY-LAW
#3 - GOVERNING BODY
For a period
of one year starting with General
Membership meeting held in December 2007,
an appointed Adult Advisory Committee shall
act as governing body. At the end
of this one year, an Adult Board
of Directors equally representing all LSU
Show districts within the state of
Louisiana will be elected & replace
the appointed Adult Advisory Committee as
Governing body.
SECTION 1 - DUTIES & AUTHORITY: The Governing Body shall act & make decisions in the best interest of the whole association. Items to be added or deleted must be presented as a motion & approved or denied by a majority vote. The Governing Body reserves the right to make all final decisions regarding but no limited to Association Rules, Show Rules, End of Year points eligibility, etc.
SECTION 2 - GOVERNING BODY MEETINGS: Meetings shall be held once every quarter. At the discretion of the Governing Body, other meetings may be held. Time & place to be determined by the Governing Body. Special meetings may be called when in the Governing Body's opinion there is pressing business that needs attention before the next scheduled meeting, advance notice is not required for Special Governing Body Meetings. Governing Body meetings, with the exception of Special Meetings are open to the General Membership & discussion will be taken from the floor, however only the Governing Body may vote at these meetings.

3 - SELECTING JLGA BOARD OF DIRECTORS:
SECTION A - NUMBER & TYPE
OF SEATS TO BE FILLED: There
are to be a total of 7
District Board Seats to be elected by
JLGA Members & 2 Regions Board
Seats to be appointed by District
Board Seat Members by a majority vote.
Districts & Regions are to be as
follows:
NORTHWEST DISTRICT - Parishes include
Bienville, Bossier, Caddo, Claiborne, DeSoto,
Jackson, Lincoln,
Red River, Sabine, & Webster.
CENTRAL DISTRICT - Parishes include
Avoyelles, Grant, LaSalle, Natchitoches, Rapids,
Vernon, & Winn.
NORTHEAST
- Parishes include Caldwell, Catahoula,
Concordia, East Carroll, Franklin, Madison,
Morehouse,
Quachita, Richland, Tensas, & Union.
SOUTHWEST - Parishes include Acadia, Allen, Beauregard, Calcasieu, Cameron, Evangeline, & Jeff Davis.
ACADIANA
- Parishes include Iberia, Iberville,
Lafayette, Point Coupee, St. Landry, St.
Martin, St. Mary,
Vermillion, & West Baton Rouge.
SOUTH CENTRAL - Parishes include
Ascension, Assumption, East Baton Rouge,
East Feliciana, LaFourche,
Terrabone, & West Feliciana.
SOUTHEAST - Parishes include Jefferson,
Livingston, Orleans, Plaquemines, St. Bernard,
St. Charles, St. Helena,
St. James, St. John, St. Tammany, Tangiphoa,
& Washington.
NORTH CENTRAL REGION - Districts
include Northwest, Central, & Northeast.
SOUTHERN REGION - Districts include Southwest, Acadiana, South Central, & Southeast.
SECTION B - TERM: District & Region seat terms shall be 2 years. EVEN YEARS - 4 District Seat terms to be up along with 1 Region seat - Northwest, Northeast, Southwest, Southeast, & Southern Region. ODD YEARS - 3 District seat terms to be up along with 1 Region seat - Central, Acadiana, South Central, & North Central Region.
SECTION C - ELECTION DATE, TIME, & PLACE: Election is to be held annually in the Fall at the JLGA Fall General Membership Meeting. Exact time & place to be announced each year.
SECTION
D - CANDIDATE QUALIFICATIONS FOR DISTRICT
& REGION SEATS:
1) District & Region
Seat Candidates must be a
parent or legal guardian of a current
paid JLGA member & must be
a parent or legal guardian of at
least 1 paid JLGA member in
good standings for the duration of the
term they are seeking election.
2) District Seat
Candidates may only run for the
District they currently reside in. Appointed
Region Seat may only be held by
qualifying persons who live in a
district listed in their region. In
the event a board member changes place
of residency during their board term
& is no longer living in the
district they were elected to or
region they were appointed to, they
may finish their current term, however
if at the conclusion of their term
they would like to seek another term,
they must run for seat to
which their place of residency has
moved. In the event a board member
moves out of state, they must
resign their current board position immediately.
3) In the event
there are no qualifying candidates to
run for a district seat, then that
seat will be considered a seat at
large for that term only &
may be filled by a qualifying
candidate from the closest neighboring
district with that region.
4) Persons living in
the same household may not serve on
the JLGA Board of Directors at the
same time. Also immediate family members
may not serve on the JLGA Board
of Directors at the same time.
5) Persons seeking
District Board Seats or being appointed
to Region Seats must be at
least 21 years of age.
SECTION E - SUBMITTING CANDIDATES: All candidates wishing to run for a District seat or to be appointed to a Region Board seat must first meet all qualifications & submit their complete contact information including name(s) of JLGA member(s) in family or that they are legal guardian of, to current JLGA Adult Secretary 45 days prior to election date. NO NOMINATIONS WILL BE ACCEPTED FROM THE FLOOR. Candidate may be submitted by another party. Person submitting candidate is responsible for submitting candidates complete contact information to current JLGA Adult Secretary. All submissions for District & Regions seats must be at least 45 days prior to election date.
Due to the fact that the election is to be held at the Fall General Membership Meeting, which is in conjunction with the JLGA Fall Show, in the event the Fall Show has to be moved up, the 45 days prior will not apply in this case. If candidates were nominated 45 days prior to original show date & show is moved to a earlier date, they are still eligible to run for that seat.
SECTION
F - PUBLICATION OF ELECTION INFORMATION:
Election information will be announced via
JLGA website and will be sent via
email to all JLGA members with an
email account. For members without an email
address listed, a notification will go
out via postal mail. The JLGA is
not responsible for invalid email addresses,
bouncing emails, or delays in the
postal service. Information to include seats
open & rules & regulations regarding
election procedure & closing date for
candidate submissions.
After submission deadline, a list of
candidates for each district seat to
be filled will be announced in the
manner stated above.
Prior to submission deadline, nominations
received will be posted to a table
on the bottom of the JLGA Home Page.
SECTION G - VOTING: Each
family with at least 1 current
JLGA member has 1 vote.
Members must be a paid member
in good standings at least 30
days prior to election date. Adult
Breeder Members who have no youth JLGA
members in their immediate family are
not eligible to vote.
Members can only vote for District
Board Seat Candidates in their District.
If
members are unable to attend election
meeting, they may vote by postal
ballot. BALLOTS WILL NOT BE MAILED OUT.
Complete information will be posted to
the JLGA website as listed above. If
a member wishes to vote by postal
mail, it is their responsibility to
submit their vote for their District
Seat Candidate of their choice to the
current JLGA Adult Secretary. The JLGA
is not responsible for lost or delayed
postal mail.
All ballots received by postal mail
will remain sealed to be opened by
the current JLGA Adult President at
the Fall General Membership Meeting &
Election.
SECTION H - DISMISSAL OF DISTRCIT OR REGION BOARD SEAT MEMBER: A District or Region seat member may be asked to resign by a majority vote from the remaining JLGA Board of Directors if it is found that the Board Member in questions has acted in a disruptive or inappropriate manner at any JLGA event or function at anytime while representing themselves as a JLGA Board Members at anytime or place or in any manner deemed detrimental to the values & beliefs of the JLGA.
A JLGA BOARD MEMBER WHO HAS BEEN ASKED TO RESIGN, MAY NOT EVER SEEK ANOTHER TERM ON THE JLGA BOARD OF DIRECTORS.
SECTION I - FILLING BOARD SEAT UPON RESIGNATION: Remaining JLGA Board of Directors will appoint qualifying person to vacated board seats due to resignation, dismissal, or death. Appointed person to fill seat to remainder of term. At which time if person in seat wishes to continue in that seat, they must run for that seat at the upcoming Fall election when the term is due to be up.

#4 - GENERAL MEETINGS
SECTION 1
- FREQUENCY: Each Fall & each
Spring a General Membership meeting will
be held. No specific month is
determined. At the discretion of the
Governing Body. other meetings may be
held. Time & place to be
determined by the Governing Body. Special
meetings may be called when in the
Governing Body's opinions there is pressing
business that needs attention before the
next scheduled meeting or when a
written petition of no less than 20%
of the active membership is received.
SECTION 2 - NOTICES: The membership shall be notified of all meetings at least 14 days prior to any general meeting. Notification will be posted to JLGA website & emailed to those members having email addresses. In the event a member does not have an email address listed, a notice will be sent out through the U.S. Postal Service, however due to possible delays in mail service in some areas, the mailed notices may be received after the above specified allowed notification time & therefore the above specified notification does not apply. The JLGA is not responsible for lost or delayed mail or email or for invalid mail or email addresses. Date, time, & location shall be stated on all notifications.
SECTION 3 - MEETING CONTENT: Any business properly brought before the association general membership may be discussed & acted upon at the Fall & Spring General membership meetings. At special meetings, only the business that has been announced by the agenda may be discussed & acted upon.
SECTION 4 - VOTING: Regarding any changes, additions, or deletions to any &/or all including but not limited to Association Rules, Show Rules, et., each family (family must include at least one current Junior Louisiana Goat Association Member) will have one vote. Regarding election of Junior Officers, only current JLGA Members can vote & each member will have one vote.

#5 - OFFICERS
SECTION 1
- SELECTION: Adult Officers will
be selected from the governing body.
There shall be a President, Vice-President,
& Secretary/Treasurer. Youth officers shall
be elected by the General Membership
& shall include a President,
Vice-President, Secretary, Treasurer, Reporter,
& Parliamentarian.
SECTION 2
- DUTIES:
ADULT OFFICERS:
PRESIDENT - Shall
preside over all Governing Body Meetings
VICE-PRESIDENT
- In the absence of the President
shall preside over all Governing Body
Meetings.
SECRETARY/TREASURER
- Shall record & present meeting
minutes & shall maintain association
funds
& report financial status.
YOUTH OFFICERS:
PRESIDENT -
Shall preside over Spring & Fall
General Membership Meetings with the
guidance of the
Adult President or Vice-President.
VICE-PRESIDENT - In the absence of
the President shall preside over Spring
& Fall General
Membership Meetings with the guidance of the
Adult Vice-President or Adult President.
SECRETARY
- At Spring & Fall General
Membership Meetings shall record &
present meeting minutes
with the guidance of the Adult Secretary.
TREASURER
- At Spring & Fall General
Membership Meetings shall present financial
status with the
guidance of the Adult Treasurer.
REPORTER -
Shall submit articles &/or photos to
be included in association publications.
PARLIAMENTARIAN
- Shall preside over Spring &
Fall General Membership Meetings to maintain
order.
SECTION 3 - TERM: Adult officers to be selected from the Governing Body each year. Youth officers to be elected by General Membership each year.

#6 - MEMBERSHIP
SECTION 1 - REQUEST
FOR MEMBERSHIP: A membership application
must be filled out for each youth
who desires to be a member.
SECTION 2 - ACTIVE MEMBERSHIP: Any youth who is 0-19 years of age as of January 1 of the year they are seeking membership may apply for membership. ALL active members will be required to pay appropriate dues. ALL active members will receive copies of all association rules, regulations, & guidelines.
SECTION 3 - CANCELLATION OR REFUSAL OF MEMBERSHIP: When the welfare of the association justifies such action, the Governing Body may, by a majority vote, cancel the membership of any member. If a membership is cancelled, the person holding that membership may register a written appeal to the Adult President for a vote by the General Membership. This appeal must be registered at least 30 days prior to a general membership meeting & a copy of the appeal be forwarded by the President to members 15 days prior to said meeting, to be considered. The appeal can ONLY be approved by a majority vote of the active membership present at the general membership meeting.
SECTION 4 - DUES: The Governing Body shall set annual dues. Annual dues are due every January 31st. New memberships will start when received & carry through to January 30th of the following year of the year they are joining. Any NEW membership received after October 1 of each year will roll over through the next year. A NEW Membership is defined as a youth who has never been an JLGA or JLMGA Member at anytime in the past history of the JLGA or the JLGMA.

#7 - COMMITTEES
To address specific problems, coordinate
specific events, or to investigate specific
situations, the President with the consultation
of the Governing Body may appoint
committees to address these situations. The
President shall appoint one person as
the chair, define the purpose, parameters,
frequency of reports, & life span
of such committees. NO committee shall
make decisions final without a majority
vote by the Governing Body.

#8 - AMENDMENTS
These by-laws may be amended, repealed
or changed at any meeting by a
simple majority of the active members
present & voting. All amendments to
the By-Laws will become effective
immediately upon meeting the requirement of
passage unless specified otherwise.

ASSOCIATION GENERAL
RULES & REGULATIONS
The Junior Louisiana Goat Association (formerly the Junior Louisiana Meat Goat Association) was organized for the purpose of promoting the goat project through open youth shows, activities, & educational seminars, & such for all youth throughout the state of Louisiana.
The JLGA
Adult Advisors hope to provide a
positive influence on the youth of our
state who wish to be involved in
the goat industry.
MEMBERSHIP: The JLGA
is open to any youth ages 0-19
as of January 1 of the year they
are seeking membership, regardless of state
of residency. The JLGA does not
discriminate against race, color, national
origin, gender, religion, or disability.
AGE LIMIT: If, as of January 1 of the year
the youth wishes to be a Member
& they are 19 years of age
or younger, they are eligible for
membership. In the event a youth 19
years of age as of January 1
turns 20 after January 1 of the
year they are a current members, they
are eligible for "END OF YEAR"
awards for the remainder of that year.
However, come January 1 of the following
year, if this youth is 20 then
they are no longer eligible for JLGA
Membership.
JLGA DUES: ALL JLGA dues are due January 31st of each year. Any JLGA member that is not current on their dues, WILL NOT be entitled to any of the privileges associated with JLGA membership including but not limited to counting points for "End of Year" awards & holding an JLGA office position.

#3 - JLGA SHOW RULES
SECTION
1 - INTERPRETATIONS, AMENDMENTS, &
VIOLATIONS:
Rule 1:
The JLGA Governing Body reserves the
right to interpret the following rules
& regulations & to settle
& determine ALL matters, questions,
& differences that may arise relating
to said rules &
regulations. The JLGA Governing
Body also reserves the right to change
any show order or amount
of or
type of premiums or awards that may have
already been published.
Rule 2: The JLGA Governing Body
reserves the right to revise or amend
any of the following rules &
regulations.
Rule 3: ALL privileges, entry fees,
premiums, & awards are subject to
forfeit from any person or persons
found in violation of any of the
following rules or regulations.
Rule 4: The following rules &
regulations will apply to all JLGA
events including but not limited to shows.
SECTION
2 - ENTRY REQUIREMENTS:
Rule 1: ALL entry fees must be
paid at time of registration. Fees WILL
NOT be refunded after start of show.
Rule 2: On ALL registered
breeding goats, the original registration
certificate MUST BE presented at time
of
check-in & be copied by the show
secretary or show assistant. In the
event the registration papers are
pending or transfer is pending, the
youth may show with those pending
papers at that show.
However, the youth has 30 (changed
to 60 days. Revised 6/23/08) days from
the date of that show in which
they first presented pending papers to have the registration or transfer completed.
In the event that it has
been
more than 30 days since
the first show they presented the pending
papers & they still have pending
registration or transfer papers, they WILL NOT be allowed to
show that goat in any JLGA show
until the
registration or transfer is completed & they present the completed
registration papers in their name to
the show secretary. Photocopied duplicates of the original
registration certificate will be treated as
pending papers. NO PHOTOCOPIED DUPLICATES OF THE ORIGINAL
REGISTRATION
CERTIFICATE WILL BE ACCEPTED AS PERMANENT PAPERS.
Rule 3: ALL goats MUST BE
in the care of the exhibitor who
is showing them. ALL registered
breeding
goats MUST BE in the name of the
youth only who is showing them. REVISED
3/29/08 - Due to the
fact that goats are weaned anywhere
from 3-5 months of age, a youth
may show a goat 0 to under 6
months of age at a JLGA if it
is not in their possession as long
as it is registered in their name.
Goats
6 months of age & over must
be in the youth's possession &
under their care.
Rule 4: ALL
entries MUST BE made in name of
the owner of the goat being entered.
Should any be found
to be otherwise entered, any awards by
the judge including but no limited to
ribbons, premiums, or
"End of Year" points will be forfeited.
This does not include entries logged
as transfers.
SECTION
3 - HEALTH REGULATIONS:
Rule 1: Health papers MUST BE
presented at time o f check-in. ALL
goats brought to a show by an
exhibitor
MUST BE listed on health papers.
Rule 2: ALL goats MUST HAVE
a scrapes tag in their ear. Exceptions
are AOB goats that are not to be
ear
tagged. However, these goats MUST HAVE
a legible tattoo or be micro chipped
& exhibitor must
provide microchip reader.
Rule 3: ANY goat exhibiting signs
&/or symptoms of illness or disease will
be asked to be removed
immediately from the show grounds.
SECTION
4 - CODE OF ETHICS (CONFORMATION
& STRUCTURE):
Rule 1: To
maintain a high level of confidence in
our shows, the JLGA reserves the right
to disqualify any
goat fitted in an unethical manner.
Unethical fitting consist of any method
altering the natural
conformation of any part of the goats
body. Unethical fitting includes the following:
A. Injecting a gas, solid, or
liquid underneath the skin to alter
natural conformation.
B. Any attempt to alter the
natural contour, shape, & or appearance
of a goat's body, hide, or hair
by means of surgery, cutting, or
tearing of flesh under the hide. Not
included is the removal of
warts, teats & horns, clipping &
dressing hair & trimming of hooves.
C. Any procedure or attempt to
disrupt the natural dental formation &
pattern.
D. Any alteration of goat's natural
coloring by means of dying.
Rule 2: If in the opinion of
the judge, a goat shows signs of
having been altered for the purpose of
concealing faults in conformation or with intent
to deceive related to the goat's
soundness &
conformation, they will be disqualified. At the time
entry fees are paid, every exhibitor
agrees to
submit any goat entered to inspection by a veterinarian appointed by
the management, & agree to
have such goat submitted to any test required (at the owner's
expense) to resolve the matter. Each
exhibitor also agrees that the conclusions reached by the veterinarian as
to whether such goat is
unethically fitted shall be final without recourse against the JLGA or
any of its representatives. In
case any premiums or awards have been presented to goats shown in
violation of this rule, the
exhibitor will forfeit & return all premiums, awards, ribbons, & rosettes.
NOTICE - NEW STATE LAW "ACT
461" BECAME EFFECTIVE AUGUST 15, 1997.
This law prohibits tampering with livestock.
"Tamper" means any of the following:
(a) The injection, use,
or administration of any drug or other
internal administration of any product
or
material, whether gas, solid, or liquid,
to livestock for the purpose of
concealing, enhancing,
transforming, or
changing the true conformation, configuration,
condition, natural color, or age of
the
livestock or making
the livestock appears more sound than
it actually is.
(b) The use or
administration, for cosmetic purposes, of
steroids, growth stimulants, or internal
artificial
filling, including paraffin, silicone injection,
or any other substance.
(c) The use or
administration of any drug or feed
additive affecting the central nervous
system of t he
livestock, unless administered or prescribed
by a licensed veterinarian for the
treatment of an illness or
injury.
(d) The use or
administration of diuretics for cosmetic purposes.
(e) The surgical
manipulation or removal of tissue so
as to change, transform, or enhance
the true
conformation, configuration, or natural color
of the livestock unless the procedure
is considered an
accepted livestock management practice.
THE TAMPERING OF ANIMALS FALLS UNDER
THE CRUELTY TO ANIMALS; SIMPLE &
AGGRAVATED
PART OF ACT 461 WHICH STATES:
(1) Any person who
intentionally or with criminal negligence
tortures, maims, mutilates, or maliciously
kills
any
living animals, whether belonging to him
or another, shall be guilty of
aggravated cruelty to
animals.
(2) Any person who
tampers with livestock at a public
livestock exhibit or at a private sale
shall be guilty
of
aggravated cruelty to animals.
(3) Any person who
causes or procures to be done by
any person any act designated in this
Subsection
shall also
be guilty of aggravated cruelty to animals.
(4) Whoever commits the
crime of aggravated cruelty to animals
shall be fined not less than five thousand
dollars
or more than twenty-five thousand dollars
or imprisoned, with or without hard
labor, for not
less than
one year or more than ten years
or both.
(5) For purposes of
this Subsection, where more than one
animal is tortured, maimed, mutilated,
or
maliciously killed or where more than
one head of livestock is tampered
with, each act comprises a
separate offense.
SECTION
5 - CLAIMS FOR INJURY:
Rule 1: No claim for injury to
any person or property shall ever be
asserted nor suit instituted or
maintained
against the JLGA, its officers, or its
agents, by or on behalf of any
person, firm, or corporations or
their representatives having license or privilege
to exhibit at any JLGA event or
activity.
Rule 2: The JLGA is in no
way responsible for any damage, loss,
or injury to person or property that
is
caused by any neglect or willful act
of any person attending JLGA events.
Rule 3: The JLGA will not be
in any way liable for any injury
to any attendant to any JLGA event
or activity.
SECTION
6 - EXHIBITORS' DUTIES & PRIVILEGES:
Rule 1: If
an exhibitor has acted in an unsportsman
like & public manner including but
not limited to judges
ruling, the JLGA Governing Body can
expel the offending exhibitor & or
their associates from
competing or exhibiting until they shall
have made proper apology & have
been reinstated by a vote
of the majority of the Governing
Body.
Rule 2: If any exhibitor has
been found to have made or caused
to be made any false statements
regarding
any goat, or any attempt by an
exhibitor to interfere with the judges
in the performance of their
duties, shall be excluded from competition
or exhibition.
Rule 3: Should an exhibitor cause
any unnecessary or embarrassing delay in
bringing their goats into the
show ring, or a goat is unruly & uncontrollable,
the Show Secretary or Ring Personnel may
exclude
them from competition.
Rule 4: Exhibitors must show
their goats according to times &
places as directed. Classes
will be called 3 times
announcing class age, exhibitor's name,
& name of goat participating in
that class. FIRST CALL - Get
goats ready for class. SECOND CALL -
Exhibitors & their goats to be on
stand by in the designated area
just outside the show ring. THIRD CALL
- Exhibitors & their goats to
enter show ring. After third call,
ring will be closed & no other
participants for that class may enter
the ring. Classes will be posted
prior
to start of show. Parents please make
sure you & your youth know which
class(es) they are participating
in. The only exception is in the event
that JLGA Show Secretary placed the
goat in the wrong class upon
registration. (Added 6/23/06) All exhibitors must
provide all requested information concerning their entries
to the Show Secretary. Exhibitors
refusing to obey this rule will forfeit any & all
premiums & will be
barred from showing
that day.
Rule 5: All exhibitors are required
to give complete information on all
their goats at time entry fees are
paid.
Rule 6: Each exhibitor is to
take special care that none of their
goats have any signs and or symptoms
of
disease or illness. Any goat showing
any evidence of such, must be removed
from the show grounds
immediately.
SECTION
7 - PROTESTS & APPEALS:
Rule 1: All
protest must be made in
writing & accompanied by a $50.00
non-refundable protest handling fee.
The protest must state plainly
the cause of complaint(s) & must
be filed with the JLGA Show
Secretary within 5 hours after the completion of
the show.
Rule 2: No complaints or based
upon statement that a judge or judges
were incompetent or overlooked a
goat will be considered.
Rule 3: Exhibitors have the right
to appeal the decisions of a judge
only when it is questioned that the
award was given in violation of the rules
governing that award or when questioned
that the judges
decisions was influenced or interfered with.
Rule 4: ALL appeals must be
made in writing to the JLGA Show
Secretary within 5 hours after
the
conclusion of the show & must contain
at least 1 specific charge
stating at length all the facts
including
relation to rules violated & if applicable,
names of witnesses & their addresses.
The burden
of proof lies with the person submitting the complaint or
appeal.
Rule 5: ALL questions of
dispute shall be referred to
the Governing Body of the JLGA whose
decision shall
be final.
SECTION
8 - SHOWMANSHIP:
Rule 1: All
exhibitors must use their own
goats with the exception of the Pee
Wee Class.
Rule 2: All ages are as of
January 1, of the year of the show.
SHOWMANSHIP CLASSES:
Pee Wees 5 &
under
Intermediates 12-13-14-15
Beginners
6-7-8
Seniors 16-17-18-19
Juniors 9-10-11
Pee Wees (5 & under) may compete
as Beginners & Beginners (6-7-8) may
compete as Pee Wees.
SECTION
9 - MARKET GOATS:
Rule 1: Each
exhibitor must show his or her
own goat. The ONLY exception
is when they have more than
one goat per class, then they may ask
another youth to help them show their
goats but they
themselves must be in the ring also.
ANY
VIOLATION OF THIS RULES IS GROUNDS FOR
IMMEDIATE DISQUALIFICATION. If found before
completion of Championship Drive, all goats
owned by youth violating this rule will be
disqualified & any points will be
deleted. Registration fees
are non-refundable.
Rule 2: All market goats must
be disbudded, dehorned, or naturally polled.
No disbudding or dehorning
allowed on show grounds. Scurs must
not exceed 1 inch in length.
Exception:
Some states do not require
that market goats are dehorned, due to
this fact if an JLGA exhibitor is
from out of state & showing
their market goats in JLGA shows, they
must comply with their state guidelines
concerning horns on
market goats.
Rule 3: All market goats must
show no evidence of permanent incisors.
All market goats must have all
their
milk teeth.
Rule 4: Wethers & or non-bred
does are eligible to show.
Rule 5: Intact males will not
be allowed to be shown.
Rule 6: All goats will be
weighed & classed into 3
divisions: LIGHT-MEDIUM-HEAVY. There is no
minimum or maximum weight requirement.
Rule 7: Market goats must be
slick sheared within 14 days
of the show date. Including above the
hocks &
knees, including the head,
but excluding the tail.

10 - COMMERCIAL DOES:
Rule 1: All
Commercial Does must have tattooed COM
in one ear & DOE in the
other. If not tattooed COM
DOE, goat is not eligible to be
shown. JLGA staff will be on hand
to tattoo Commercial Does only
upon request.
Rule 2: Commercial Does must be
slick sheared within 14 days
of the show date. Including above the
knees
& hocks, including the head, but excluding
the tail.
Rule 3:
Commercial Does may be shown with or
without horns.
COMMERCIAL DOE CLASSES:
Doelings - must have all
milk teeth.
Yearlings - must have no
more than 4 permanent teeth.
Aged - Does with more than 4
permanent teeth will be allowed to be
shown in this class.

11 - BREEDING GOATS:
Rule 1: All
goats must have legible tattoos
or microchip identification consistent with
registration papers or
the goat will not be allowed to
be shown.
Rule 2: All registered goats are
subject to owner verification.
Rule 3: All
Bayou Certified
Goats are subject to verification. We
realize this is impossible to do on
Wethers
& Commercial Does, however can easily
be done on all registered goats. If
this matter arises, it will
be brought before the Governing Body &
a committee will be appointed to investigate
the matter
further on a case by case basis. If
after the conclusion of the investigation
into the matter that goat IS
found to be ineligible for Bayou Certified Status, then
the Breeder who registered the goat will
be asked to
pay for any Bayou Certified Awards & or premiums that
goat received. The goat in question
will no
longer be eligible to compete as Bayou
Certified in any future JLGA
shows. The goat however may
continue
to compete for Overall placings & awards. All
Bayou Certified points awarded to non-qualifying
goats
will be deleted.
Rule 4: All breeding goats may
be shown with or without horns, except
when breed standards & or show
ring etiquette dictates otherwise.
Rule 5: Registered goats are classed
by age determined by date of show.

#5 - END OF YEAR AWARDS REQUIREMENTS
The youth work very hard all during the year raising & showing their goats & we believe that they should be rewarded for their efforts. An "End of Year" Awards Banquet will be held after the conclusion of each show season. Show season is January 1st to December 31st of each year. Type & number of awards may vary each year, depending on available funds. All JLGA members are invited to the banquet regardless of participation in JLGA shows.
JLGA REQUIREMENTS FOR COMPETING FOR "END OF YEAR" AWARDS
All JLGA Members, 0-19 years of age
as of January 1 of the year they
are a member, are eligible to count
points for "End of Year" awards,
providing they meet the following
requirements along with all JLGA show
rules, regulations, & or guidelines.
1) MUST BE CURRENT ON MEMBERSHIP DUES:
No member will be eligible to count
points at any given
JLGA show if their dues
are delinquent. If member's dues are
made current before the start of the
show
they are wanting to count points
in, then they will be eligible to
count points earned at that show &
any
remaining shows for that
season. However, if dues are not made
current until after the show has
started,
the member
will not be eligible to count points
for that show, but will be eligible
to count points for any
future JLGA point show held the
remainder of that year.
2) YOUTH MUST SHOW THEIR OWN GOAT:
The ONLY exception is when
they have more than 1 goat
per class, but they themselves
must be in the ring in that same
class. ANY VIOLATION OF THIS RULE
IS GROUNDS FOR IMMEDIATE
DISQUALIFICATION. Entry fees will be
forfeited.
3) YOUTH MUST ATTEND A MINIMUM
OF 3 (THREE) JLGA POINT SHOWS IN ORDER
TO QUALIFY
FOR "END OF YEAR" AWARDS:
In Breeding Classes, goats must attend
a minimum of 3 (three) JLGA
point shows in order to
qualify for "End of Year" Awards.
4) ALL GOATS COMPETING
FOR BAYOU CERTIFIED "END OF YEAR" AWARDS
ARE SUBJECT TO
VERIFICATION TO BE DONE
BEFORE NEXT SHOW IF TIME PERMITS.
We realize this is impossible to
