All JLGA exhibitors, Members, Parents
&/or Guardians are responsible for
reading & abiding by ALL JLGA
Rules, By-Laws, & Guidelines.
Any infractions may be subject to
disciplinary actions as determined by the
current JLGA Board of Directors,
at the time of the incident, by a
majority vote.
Health Papers are required for ALL JLGA
shows. It is the responsibility of all
JLGA Exhibitors, Parents &/or Guardians
to obtain health papers by a board
certified veterinarian of their choice &
have these papers on hand at each
& every JLGA Show.

with the addition of the Show Season
Specific Rules (added 12/02/009) are listed
below & a hard copy is kept
at all JLGA events at the registration
table. It is the responsibility of all
exhibitors and their parents to read
& be familiar with all JLGA Rules
& Guidelines concerning events they are
participating in. Upon registering & pay
of show fees all Exhibitors &
their parents & family are agreeing
to abide by all JLGA Rules &

For the purpose of including all youth & all goats throughout the state of Louisiana, our association shall be know as the JUNIOR LOUISIANA GOAT ASSOCIATION. |
| BY-LAW #2 PURPOSE |
This association was started to
promote the youth goat project
throughout the state of Louisiana. It shall
exist for the mutual benefit of
all its members & its primary
purpose is the promotion of the
youth goat project throughout the
state of Louisiana. This association shall have the following specific purposes: A. Promote the youth goat project throughout the state of Louisiana. B. Hold educational activities geared to youth of all ages throughout the state of Louisiana. C. Host open Junior Goat Shows throughout the state of Louisiana. |

#3 GOVERNING BODY |
For a period of 1 year
staring with General Membership meeting
held in December 2007, an appointed
Adult Advisory Committee shall
act as governing body. At the
end of this 1 year, an Adult
Board of Directors equally representing all
LSU show districts within the state of
Louisiana will be elected & replace
the appointed Adult Advisory Committee as
Governing Body.
SECTION 1 -
DUTIES & AUTHORITY: The Governing Body
shall act & make decisions in the
best interest of the whole association
& a majority shall reside overall
Board, General Membership, & Special
Meetings. Items to be added or deleted
must be presented as a motion
& approved or denied by a majority
vote of current Board members (of
current filled seats at time of
meeting). ADDED JULY 2009. The
Governing Body reserves the right to
make all final decisions (with a
majority vote as outlined above) regarding
but not limited to Association Rules,
Show Rules, "End of Year" points
eligibility, etc. SECTION 3 -
SELECTING JLGA BOARD OF DIRECTORS:
(ADDED July 2008)
SECTION 3B TERM: District &
Region Seat terms shall be 2
years. (1st Election in 2008 - 2nd
Election in 2010 then to hold
elections as follows:) EVEN YEARS - 4 District
Seat Terms to be up along with 1
Region seat - NW, NE, SW, SE,
& Southern Region. ODD YEARS - 3
District Seat Terms to be up along
with 1 Region Seat - C,
A, SC, & North Central Region.

each fall meeting, current board members
will be asked if they wish to
continue their positions & if so
& with a majority consensus from
the eligible voting members present,
no election will be held for
that seat. If a board position
becomes vacant, then the remaining
board members will vote on a
replacement to fulfill the term or
leave it vacant till the next
fall meeting where a new qualifying
board member will be elected by
a majority vote of the members
present. SECTION C - ELECTION DATE, TIME, & PLACE: Election is to be held annually in the Fall at the JLGA Fall General Membership Meeting. Exact time & place to be announced each year. SECTION D - CANDIDATE QUALIFICATIONS FOR JLGA BOARD SEATS: 1) Board Seat Candidates must be a parent or legal guardian of at least 1 paid active JLGA member (active defined at youth(s) that participated in at least 4 JLGA Open Youth Shows in the current season) in good standings for at least 2 years (one year to be the previous show season & the other year to be the current show season year in which parent or legal guardian is seeking board seat). ADDED JULY 2009 2) Persons living in the same household may not serve on the JLGA Board of Directors at the same time. Also immediate family members may not serve on the JLGA Board of Directors at the same time. 3) Persons seeking board seats must be at least 21 years of age. SECTION E - BECOMING A JLGA BOARD SEAT CANDIDATES: All candidates wishing to run for a Board Seat must first meet all qualifications. They must make their wishes known at the Fall Meeting when Board Seats are up for discussion. If there are board seats to filled nominations will be taken from qualifying parents present at the Fall Meeting. (Changed November 2010) SECTION F - PUBLICATION OF ELECTION INFORMATION: Due to the election processing changing, publication of election information will no longer be available prior to the Fall Meeting & therefore will not be posted to the internet prior to the Fall Meeting. All results from the meeting will be posted to the internet as soon as possible after the conclusion of the last show of the season. (Changed November 2010) SECTION G - VOTING: Each family with at least 1 current active JLGA member has 1 vote. Members must be a paid member in good standings at least 30 days prior to election date. (Changed November 2010 to read as follows) Active members are defined as any JLGA members who has attended a minimum of 3 shows the previous year or 3 shows before the start of the Spring General Membership meeting & a JLGA members who had attended a minimum of 3 shows the same year prior to the Fall Meeting. Adult Breeder Members who have no youth JLGA members in their immediate family are not eligible to vote. Due to above changes, all voting will be done at the Fall General Membership Meeting. (Changed November 2010) SECTION H - DISMISSAL OF DISTRICT BOARD SEAT MEMBERS: A District Seat Member may be asked to resign by a majority vote from the remaining JLGA Board of Directors if it is found that the Board Member in question has acted in a disruptive or inappropriate manner at any JLGA event or function at anytime while representing themselves as a JLGA Board Members at anytime or place or in any manner deemed detrimental to the values & beliefs of the JLGA. A JLGA BOARD MEMBERS WHO HAS BEEN ASKED TO RESIGN, MAY NOT EVER SEEK ANOTHER TERM ON THE JLGA BOARD OF DIRECTORS. SECTION I - FILLING BOARD SEAT UPON RESIGNATION: Remaining JLGA Board of Directors will appoint qualifying person to vacated board seat due to resignation, dismissal, or death. Appointed person to fill seat to remainder of term. At which time if person in seat wishes to continue in that seat, they must fun for that seat at the upcoming Fall elections when the tern is due to be up. Board may vote by a majority of current board members to hold a seat upon until the next election. ADDED JULY 2009 |

#4 GENERAL MEETINGS |
SECTION
1 - FREQUENCY: Each Fall
and Spring a General Membership
meeting will be held. No specific
month is determined. At the discretion
of the Governing Body, other meetings
may be held. Time & place to
be determined by the Governing Body.
Special meetings may be called when in
the Governing Body's opinions there is
pressing business that needs attention
before the next scheduled meeting or
when a written petition of no less
than 20% of the active membership is
received.
SECTION 2 - NOTICES: The membership shall be notified of all meetings at least 14 days prior to any general meeting. (Changed November 2010 to read as follows) The membership shall be notified of all general membership meetings at least 14 days prior to set date & location. Notification will be posted to JLGA website. Persons interested in attending & participating in JLGA meetings are responsible for checking the JLGA website for any & all meetings notifications. ADDED JULY 2009 SECTION 3 - MEETING CONTENT: Any business properly brought before the association general membership may be discussed & acted upon at the Fall & Spring General Membership meetings. At special meetings, only the business that has been announced by the agenda may be discussed & acted upon. SECTION 4 - VOTING: Regarding any changes, additions, or deletions to any and/or all including but no limited to Association Rules, Show Rules, etc., each family (family must include at least 1 current JLGA youth Member) will have one vote. Regarding election of Junior Officers, only current JLGA Members can vote & each JLGA youth member will have 1 vote. |

#5 OFFICERS |
SECTION
1 - SELECTION: Adult Officers
will be selected from the governing
body. (Changed

JLGA Adult Officers may come from JLGA
Adult Parents or past JLGA Board
Members in good standings with an
active JLGA youth member. Each
year at the fall membership meeting,
Adult JLGA Officers will be asked
if they would like to continue,
if so & with a majority consensus
from the membership present they will
remain in their position. If a position is
vacant or the person holding that
position no longer wishes to remain
in that position, they an eleection
will be held from qualifying &
agreeing members present at that fall
meeting. There shall be a President,
Vice-President, & Secretary/Treasurer. Youth
officers shall be elected by the
General Youth Membership & shall include a
President, Vice-President, Secretary, Treasurer,
Reporter, & Parliamentarian. (Changed
November 2010 to read as follows) Junior
Officers will be elected each year
at the "End of Year"
banquet. A notice will be placed
on the JLGA website & nominations
will be taken via phone &
email & also from the floor
at the banquet. Youth candidates must
meet the qualifications of being an
active member as listed below, however
they do not need to be present
at the banquet to be in the
running for the office they are
seeking.
SECTION 2 - DUTIES: ADULT OFFICERS: President shall preside over all Governing Body Meetings - Adult President shall call any & meetings. If 20% of active memberships wishes to request a special meeting, then they must do so through the Adult President. Vice-President in the absence of the President shall preside over all Governing Body Meetings. Secretary/Treasurer shall record & present meeting minutes & shall maintain association funds & report financial status. YOUTH OFFICERS: ADDED 11/14/09 AS FOLLOWS: All youth wishing to run for officer's position, must have been an active member & been present & participated in a majority of the shows held the season prior they are running. President shall preside over Spring & Fall General Membership Meetings with the guidance of the Adult President or Adult Vice-President. Vice-President in the absence of the President shall preside over Spring & Fall General Membership Meetings with the guidance of the Adult President or Adult Vice-President Secretary at the Spring & Fall General Membership Meetings shall record & present meeting minutes with the guidance of the Adult Secretary Treasurer at the Spring & Fall General Membership Meetings shall present financial status with the guidance of the Adult Treasurer Reporter shall submit articles and/or photos to be included in association publications Parliamentarian shall preside over the Spring & Fall General Membership Meetings with the guidance of the Adult President or Adult Vice-President for the purpose of maintaining order at these meetings. SECTION 3 - TERM: Youth officers to be elected by General Youth Membership each year. |

#6 MEMBERSHIP |
SECTION
1 - REQUEST FOR MEMBERSHIP: A
membership application must be filled out
for each person who desires to be
a member of the JLGA.
SECTION 2 - ACTIVE MEMBERSHIP: Any youth who is 0-19 years of age as of January 1 of the year they are seeking membership may apply for membership. Any adult may become a JLGA Sponsor Member. Adult meeting all qualifications may become JLGA Adult Breeder Members. Adult Sponsor Member & Adult JLGA Breeder Members do not have a vote at General Membership meeting unless they have at least 1 current JLGA member in good standings in their immediate family (Added July 2008). ALL ACTIVE MEMBERS WILL BE REQUIRED TO PAY APPROPRIATE DUES. SECTION 3 - CANCELLATION OR REFUSAL OF MEMBERSHIP: When the welfare of the association justifies such action, the Governing Body may, by a majority vote, cancel the membership of any member. If a membership is cancelled, the person holding that membership may register a written appeal to the Adult President for a vote by the General Membership. This appeal must be registered at least 30 days prior to a general membership meeting & a copy of the appeal be forwarded by the Adult President to members 15 days prior to said meeting, to be considered. The appeal can ONLY be approved by a majority vote of the active membership present at the general membership meeting. SECTION 4 - DUES: The Governing Body shall set annual dues. Annual dues are due every January 31st. New memberships will start when received & carry through to January 30th of the following year of the year they are joining. Any NEW membership received after October 1 of each year will roll over through the next year. A NEW Membership is defined as a youth who has never been a JLGA Member at anytime in the past history of the JLGA. The Governing Body shall set annual dues. Annual dues are due every January 31st. New memberships will start when received & carry through to January 30th of the following year of the year they are joining. #7 COMMITTEES |
To address specific problems, coordinate specific events, or to investigate specific situations, the Adult President with the consultation of the Governing Body may appoint committees to address these situations. The Adult President shall appoint 1 person as the chair, define the purpose, parameters, frequency of reports, & life span of such committees. NO COMMITTEE SHALL MAKE DECISIONS FINAL WITHOUT A MAJORITY VOTE BY THE GOVERNING BODY. |

#8 AMENDMENTS |
These By-Laws may be amended, repealed, or changed at any meeting by a simply majority of the active members present & voting. All amendments to the By-laws will become effective immediately upon meeting the requirement of passage unless specified otherwise. CHANGED 12/02/09 TO NOW READ AS FOLLOWS: JLGA By-Laws, ALL Rules & Guidelines, & ALL JLGA Procedures may be amended, repealed, or changed at any meeting (with a majority of the current filled board seat members present) by a majority vote of the current JLGA Board Members present at the meeting. All amendments and/or to the changes to JLGA By-Laws, ALL Rules & Guidelines, & ALL JLGA Procedures will become effective immediately upon meeting the requirements of passage unless otherwise specified. |

#9 REQUEST FOR INFORMATION |
The JLGA belongs to its members & as such any JLGA Member's Parent(s) or Adult JLGA Members can request to view or to have a copy of any information that is kept in the JLGA Adult Secretary's Book regarding any JLGA proceedings or past events or issues related to the JLGA. (ADDED 12/14/09) |

#10 NOTIFICATION OF DISCIPLINARY ACTION |
Anytime disciplinary action is taken involving JLGA Members, their parent(s) and/or guardian(s), family, or anyone participating in JLGA Events or Shows, the person(s) involved are to be notified by the JLGA President of the situation, also given the date of the "Special" Board Meeting that will be set to take care of this issue and invited to attend to present their side of the matter. In the event the person(s) involved cannot or choose not to be present at the meeting, then a conference call (if possible) will be made to the person(s) involved from the meeting informing them of the situation and any ruling handed down. The JLGA Board of Directors are not responsible for busy phones or downed phone lines, or person being unreachable. Within 14 days of the meeting, a certified letter will be mailed to the person(s) receiving the disciplinary actions along with copies of any evidence presented both for and against the issue at hand. #11 CONFRONTATIONAL SITUATIONS |
We
are all human and sometimes our
feelings & emotions (best and
worse) get the best of us and
things get out of control especially
when our youth are involved. As
a youth association, we hope everyone
will strive to present themselves in
an Adult and Professional manner at
any of all JLGA Shows, meetings,
events, etc. If you have an
issue or a disagreement including but
not limited to any JLGA Personnel,
competition or events of the day,
Judge's ruling, or other exhibitors or
their parents, please find and address
one of the JLGA Board of
Director Members immediately before
the situation escalates.
We understand where there is competition, disagreements are likely to happen. However, if a situation presents, the JLGA Board Members present will try to diffuse the situation as quickly as possible. ALL Adult parties involved will be asked to immediately step outside the building with the JLGA Board Members to try and resolve the matter. If the matter is resolved, then all parties involved may re-enter the building and continue to participate in the show and/or activities of the day. If one or more of the parties involved cannot or refuses to resolve the matter, or re-enters the building & then initiates conflict again, they will be asked by the JLGA Board of Directors to immediately leave the show or events for that day. IF THE SITUATION CANNOT BE RESOLVED AND/OR IS ESCALATING OUT OF CONTROL, OR ANY PARTIES INVOLVED THAT WERE ASKED TO LEAVE AND REFUSE TO DO SO, THEN LOCAL LAW ENFORCEMENTS WILL BE NOTIFIED AND ASKED TO ATTEND TO THE MATTER. Parties that have been escorted off the show ground premises or that has been asked to leave may not return to participate in that day's activities or events. They will be welcome to attend the next JLGA Show or Event providing they do not initiate any further conflict at any JLGA Show or Event. |
JLGA ASSOCIATION GENERAL
RULES & REGULATIONS

The Junior Louisiana Goat Association was organized for the purpose of promoting the goat project through open youth shows, activities, & educational seminars, & such for all youth throughout the state of Louisiana. The JLGA Board Members, Adult Officers, & Adult Advisors hope to provide a positive influence on the youth of our state who wish to be involved in the goat industry. |
| YOUTH MEMBERSHIP | The JLGA is open to any youth ages 0-19 of January 1 of the year they are seeking membership, regardless of state of residency. The JLGA does not discriminate against race, color, national origin, gender, religion, or disability. |
| AGE LIMIT | If, as of January 1 of the year the youth wishes to be a member & they are 19 years of age or younger, they are eligible for membership. In the event a youth 19 years of age as of January 1 turns 20 after January 1 of the year they are a current member, they are eligible for "End of Year" Awards for the remainder of that year. However, come January 1 of the following year, if that youth is 20, then they are no longer eligible for JLGA youth membership. |
| ADULT MEMBERSHIP | Any Adult may seek JLGA Sponsor Membership regardless of state of residency. However, out of state members are not eligible to participate in the Bayou Certified Breeder or Bayou Certified Exhibitor Programs. Any Louisiana Adult who meets all qualifications may seek JLGA Adult Breeder Membership. (ADDED MAY 2008) |
| JLGA DUES | ALL JLGA membership dues are due January 31st of each year, any JLGA member that is not current on their dues, WILL NOT be entitled to any of the privileges associated with JLGA memberships including but not limited to counting points for "End of Year" awards, holding JLGA officer's positions, etc. |

JLGA SHOW RULES
| SECTION 1 INTERPRETATION, AMENDMENTS, AND VIOLATIONS |
RULE 1: The JLGA Governing Body Reserve the Right to interpret the following rules & regulations & to settle & determine ALL matters, questions, & differences that may arise relating to said rules & regulations (with a majority vote). The JLGA governing body also reserves the right to change any show order or amount of or type of premiums or awards that may have already been published with a majority vote. RULE 2: The JLGA Governing Body reserves the right to revise or amend any of the following rules & regulations with a majority vote. RULE 3: ALL privileges, entry fees, premiums, & awards are subject to forfeit from any person or persons found in violation of any JLGA rules, guidelines, procedures, & regulations. RULE 4: The following rules & regulations WILL apply to ALL JLGA events including but not limited to shows. |
| SECTION 2 ENTRIES & REGISTRATION Myotonic Heritage Papers Myotonic Goat Registries currently have only one classification for myotonic goats & some association accept "found" goats who are not presently registered due to the fact that the breed was previously on the "Endangered Species" list. All myotonic bucks & does including "Heritage Goats" currently show in the JLGA AOB Classes. If no date of birth is listed, these goats will be mouthed & placed in the oldest class according to their teeth. (ADDED NOVEMBER 2011) |
RULE 1: ALL entry fees must be paid at time of registration. Fees will not be refunded after start of show. RULE 2: On ALL registered breeding goats, the original registration certificate MUST BE presented at time of check-in & be copied by the show secretary or show assistant. (Changed November 2010 to read as follows) Due to causing delay in registration, the show secretary or person working at check-in will no longer copy registration papers. It now will be the responsibility of the exhibitor's parents to bring a copy of their registration papers along with their original registration to present at time of check-on. If unable to copy papers ahead of time, there will be a copies on hand at each show for the purpose of coping registration papers prior to check-on. Registration papers only have to be copied once, unless the goat changes ownership within the same show season. These copies will be kept on file by the JLGA Show Secretary & kept on hand at each show. In the event the registration papers are pending or transfer is pending, the youth may show with those pending papers at that show. However, the youth has 60 (CHANGED FROM 30 to 60 days JUNE 2008) days from the date of that show in which they first presented pending papers to have the registration or transfer completed. In the event that it has been more than 60 days since the first show they presented the pending papers & they still have pending registration or transfer papers, they WILL NOT be allowed to show that goat in any JLGA show until the registration or transfer is completed & they present the completed registration papers in their name to the show secretary. (Changed November 2010 to read as follows) It is the responsibility of the exhibitor's parents and/or legal guardian to make sure their pending paperwork is completed & listed in their name for ALL registered goats. All registered paperwork should be completed no later than 60 days after the first JLGA show that goat was shown in with pending papers. ALL REGISTERED GOATS SHOWN IN A JLGA SHOW SEASON MUST HAVE THEIR REGISTRATION COMPLETED & ONLY IN THE NAME OF THE YOUTH SHOWING THAT GOAT BEFORE THE START OF THE LAST SHOW OF THE SEASON. NO END OF YEAR AWARDS WILL BE AWARDED TO ANY REGISTERED GOATS WHO DOES NOT MEET THIS QUALIFICATION. Photocopied duplicates of the original registration certificate will be treated as pending papers. NO PHOTOCOPIED DUPLICATES OF THE ORIGINAL REGISTRATION CERTIFICATE WILL BE ACCEPTED AS PERMANENT PAPERS. Dual Registered Goats: Dual registration is defined as one goat that is registered with more than 1 Breed Registry at the same time. ALL registration papers must be in the name of the youth exhibiting the goat ONLY. It is the responsibility of the exhibitor's Parent &/or Guardians to amek sure goat is not dual registered & if so, those papers also must be in the name of the exhibitor only. Dual ownership is not checked during the show season, however ownership verification will be completed on ALL goats placing in the top 5 "End of Year" placings & ALL goats will be checked for dual papers. ALL papers must only be in the name of the youth exhibiting the goat for the placing(s) during that show season, before the start of the last show of that season. NO "END OF YEAR" AWARDS WILL BE AWARDED TO ANY EXHIBITOR WHO HAS NOT MET THE ABOVE REQUIREMENTS &/OR IF OWNERSHIP VERIFICATION CANNOT BE CLARIFIED! A list of Boer, AOB, & Dairy Registries along with contact information is to be listed at the bottom of the Rules & Guidelines page on the JLGA website at www.jlga.org to assist exhibitors & their parents in checking for dual papers on their goats. (ADDED 12/02/09) ALL registered
goats placing in the top 5
"End of Year" Placings will
have ownership verified by the JLGA
Adult Secretary according to the "JLGA
Secretary's Checklist for Ownership
Verification." (Listed on this page) RULE 3: ALL goats MUST be in the care of the exhibitor who is showing them, the only exception is as follows (Added November 2010) (REVISED March 2008) Due to the fact that goats are weaned anywhere from 3-5 months of age, (Changed November 2010 to read as follows) The average weaning age of a goat is 3-4 months, a few breeders do choose to wean tehir goats at a later age, due to this reason, a youth may show a goat 0 to under 6 months of age at a JLGA shows only, if it is not in their possession & still in the possession of the original breeder, as long as it is registered in their name. Goats 4 months of age & over must be in the youth's possessions & under their care. ALL REGISTERED GOATS MUST BE IN THE NAME OF THE YOUTH WHO IS SHOWING THEM. (Added November 2010) At no time after 4 months of age, is a JLGA youth exhibitor's goat to be in the possession of or under the care of any other person's other than the exhibitor & their immediate family. The only exception is duing breeding due to the fact that some goats are transported to another farm or ranch to outcross breedings. RULE 4: ALL entries must be made in name of the owner of the goats being entered. Should any be found to be otherwise entered, any awards by the judge including but not limited to ribbons, premiums, or "End of Year" points will be forfeited. | SECTION 3 HEALTH REGULATION Health Papers are required for ALL JLGA shows. It is the responsibility of ALL JLGA Exhibitors, Parents, &/or Guardians to obtain health papers by a board certified veterinarian of those choice & have these papers on hand at each & every JLGA show. (ADDED NOVEMBER 2011) |
RULE 1: Health papers MUST be presented at time of check-in. ALL goats brought to a show by an exhibitor MUST be listed on health papers. CHANGED 11/14/09 AS FOLLOWS: It is the sole responsibility of the exhibitor and their parents to obtain & have health papers ready to be presented if needed. The JLGA reserves the right to ask any exhibitor to remove any animals that are exhibiting any signs & symptoms of any illness or disease or suspected illness or disease including but not limited to infectious & non-infectious conditions. RULE 2: ALL goats must have a scrapie tag in their ear. Exceptions are AOB & Dairy goats. However, these goats must have a legible tattoo or be micro chipped & exhibitor must provide microchip reader. CHANGED 11/14/09 AS FOLLOWS: All goats must have either a legible tattoo or be micro chipped & tattoos and/or microchip number must match tattoos or microchip number on registration papers. Scrapie tags are the sole responsibility of exhibitors and their parents. RULE 3: ANY exhibitor's goat exhibiting sign and/or symptoms of illness or disease, at the discretion of the show management, may have to be immediately removed from the show grounds. | SECTION 4 CODE OF ETHICS CONFORMATION & STRUCTURE |
RULE 1: To maintain a high level of confidence in our shows, the JLGA reserves the right to disqualify any goat fitted in an unethical manner. Unethical fitting consist of any method altering the natural conformation of any part of the goat's body. Unethical fitting includes the following:
A. Injecting a gas, solid, or
liquid underneath the skin to alter
natural conformation. RULE 2: If in the opinion of the judge, a goat shows signs of having been altered for the purpose of concealing faults in conformation or with intent to deceive related to the goat's soundness & conformation, they will be disqualified. At the time entry fees are paid, every exhibitor agrees to submit to any test required (at the owner's expense) to resolve the matter. Each exhibitor also agrees that the conclusions reached by the veterinarian as to whether such goat is unethically fitted shall be final without recourse against the JLGA or any of its representatives. In case any premiums or awards have been presented to goats shown in violation of this rule, the exhibitor will forfeit & return all premiums, awards, ribbons, & rosettes. NOTICE

RULE 1: No claim for injury to any person or property SHALL EVER be asserted not suit instituted or maintained against the JLGA, it's officers, or it's agents, by or on behalf of any person, firm, or corporations or their representatives having license or privilege to exhibit at any JLGA event or activity. RULE 2: The JLGA is in no way responsible for any damage, loss, or injury to person or property that is caused by any neglect or willful act of any person attending JLGA events. RULE 3: The JLGA will not be in any way liable for any injury to any attendant to any JLGA event or activity. |
| SECTION 6 EXHIBITOR'S DUTIES & PRIVILEGES The JLGA is open to all youth ages 0-19 years of age as of January 1 of the current show season - due to this fact there are youth 5 & under showing in the regular classes. These youth may be assisted, however that assistance must come from another youth. This also includes any youth with "Special Needs" such as any but not limited to physical or mental handicaps as long as all other show rules are followed. (ADDED NOVEMBER 2011) Ring will be closed after ALL class entries have entered the ring. ONLY exhibitors, their goats, JLGA personnel working the ring, & the judge will be allowed in the ring. Parents will only be allowed in the ring in case of injury or when an unruly goats is presenting a problem. (ADDED NOVEMBER 2011) At State Fair of Louisiana JLGA Show ONLY, youth also participating in other State Fair Livestock events &/0r Quiz Bowl may get another youth to show their goats while they are gone. They MUST sign out & upon their return to the JLGA Show ring MUST sign back in & take tehir goats back over. If the class is already in progress, they are to wait till the class is finished to take their goats back over. It is the responsibility of the youth & their parents to make sure they have another youth to show their goats & that these youth know which goats go in which classes. (ADDED NOVEMBER 2011) |
RULE 1: If an exhibitor has acted in an unsportsman like & public manner including but not limited to judges ruling, the JLGA Governing Body can expel the offending exhibitor & or their associates from competing or exhibiting until they SHALL HAVE made proper apology & have been reinstates by a bot of the majority of the JLGA Governing Body. ADDITION ADDED 11/14/09 AS FOLLOWS: The JLGA is not responsible for the actions & interactions of exhibitors with their parents or family members & vice versa outside the show ring or after the class has concluded. RULE 2: If any exhibitor has been found to have made or caused to be made any false statements (written or verbal) regarding any goat (including but not limited to false information given either written or verbally at time of registration or time of Bayou Certification, falsification of information listed on registration application or papers, or tempering with &/or altering Breed Registry issued registration papers), or any attempt by an exhibitor to interfere with the judges in the performance of their duties, shall be excluded from competition or exhibition & disciplinary action possibly including but not limited to monetary fine, removal of any "End of Year" points &/or placings, & or suspension or permanent dismissal from the JLGA, will be taken by the JLGA Board of Directors (with a majority vote) on a case by case basis. (AMENDED 12/02/09) RULE 3: Should an exhibitor cause any unnecessary or embarrassing delay in bringing their goats into the show ring, or a goat is unruly & uncontrollable, the Show Secretary or Ring Personnel may exclude them from competition. RULE 4: Exhibitors must show their goats according to times & places as directed. Classes will be called 3 times announcing class age, exhibitor's name, & name of goat participating in that class. FIRST CALL - Get goats ready for class. SECOND CALL - Exhibitors & their goats to be on stand-by in the designated area just outside the show ring. THIRD CALL - Exhibitors & their goats to enter show ring. After 3rd call, ring will be closed & no other participants for that class may enter the ring. Classes will be posted prior to start of show. It is the responsibility of the Exhibitors & their parents to make sure the goats they are exhibiting on that day are listed in their appropriate classes & age classifications. The only exception is in the event that the JLGA Show Secretary placed the goat in the wrong class upon registration. (Added June 2008). ALL EXHIBITORS MUST PROVIDE ALL REQUESTED INFORMATION CONCERNING THEIR ENTRIES TO THE SHOW SECRETARY. EXHIBITOR REFUSING TO OBEY THIS RULE WILL FORFEIT ANY & ALL PREMIUMS & WILL BE BARRED FROM SHOWING THAT DAY. RULE 5: All exhibitors are required to give complete information on all their goats at time entry fees are paid. RULE 6: Each exhibitor is to take special care that none of their goats have any signs and/or symptoms of disease or illness, at the discretion of the show management, these animals may have to immediately be removed from the show grounds. RULE 7: *PLEASE NOTE* (ADDED 11/14/09) - There is no age limit on goats shown by an exhibitor, however for safety reasons, please make sure your youth can handle the goat(s) you are allowing them to show. Animals who are continuously unruly & uncontrollable by the exhibitor, may be dismissed from the ring. At the discretion of the JLGA Show Personnel and/or Board of Directors, animals whom are deemed a safety issue may be dismissed from the ring. FIRST OCCURRENCE: Ring personnel will help where needed & encourage youth to handle their goat. All goats can have a bad day & youth will be given the benefit of the doubt for the first occurrence. If show can be finished, youth will receive their awards, placement recognition, & "End of Year" points if eligible. Parents of youth will be informed of situation and this will serve as the 1st & only verbal warning. SECOND OCCURRENCE: If
situation again presents within the same
year, exhibitor & goat will be
dismissed from the ring & will not
receive any awards, placement recognition, or
"End of Year" points. Parents will
be asked not to bring the goat
back during that current show season. |
| SECTION 7 PROTEST & APPEALS If there is a problem during a class, such as a missing goat, goat in the wrong class, or other issue that pertains to the class currently in the ring, person addressing the issue MUST present issue to person at announcer's stand. Class will be stopped, issue will be addressed, & resolved if possible & ring will resume. Any issue brought in a demanding or disruptive manner may not be addressed. (ADDED NOVEMBER 2011) |
RULE 1: ALL protest must be made in writing & accompanied by a $50.00 non-refundable protest handing fee. The protest must state plainly the cause of the protest & must be filed with the JLGA show secretary within 5 hours after the completion of the show. ADDITION ADDED 11/14/09 - If at anytime at any JLGA event, a questionable situation arises regarding by not limited to JLGA rules, guidelines, or exhibitors or the goats they are exhibiting, the show will be stopped & the JLGA Board of Directors Members present will review the JLGA rules regarding the situation. The JLGA Board of Directors present will rule with a majority vote according to the current JLGA Show Rules as they pertain to the situation(s) in question. THIS WILL BE STRICTLY ENFORCED! From year to year before each show season begins, rules will be set & will not be changed until the following year after the conclusion of the present show season & before the start of the next show season. RULE 2: No complaints based upon statement that a judges or judges were incompetent or overlooked a goat will be considered. RULE 3: Exhibitors have the right to appeal the decisions of a judge only when it is questioned that the award was given in violation of the rules governing that award or when questioned that the judges decisions was influenced or interfered with. RULE 4: ALL appeals must be made in writing to the JLGA Show Secretary within 5 hours after the conclusion of the show & must contain at least 1 specific charge stating at length all the facts including relation to rules violated & if applicable, names of witnesses & their addresses. The burden of proof lies with the person submitting the complaint or appeal. ADDED 11/14/09: No protest or appeal filed after 5 hours after the conclusion of a JLGA show or event will be accepted or acted on. Any & all complaints will be logged & addressed at the next Board meeting. RULE 5: ALL questions of dispute shall be referred to the Governing Body of the JLGA whose decision shall be final. |
| SECTION 8 SHOWMANSHIP ABSOLUTELY NO SWAPPING OF SHOWMANSHIP CLASSES FROM ONE SHOW TO ANOTHER -- This may creat an unfair advantage if a youth moves down or up a class where there may be less participation. ALL Showmanship Ages for Division Classes are as of January 1 of the current show season. This includes the following classes: Seniors 19-18-17-16 Intermediates 15-14-13-12 Juniors 11-10-9 Beginners 8-7-6 Example for 2012 if Youth's Birthday is Jan. 2, 2012 & they will be 12, then they were 11 on Jan. 1, 2012 & would compete with the 11 year olds. However if youth's birthday was Jan. 1. 2012 & they would be 12, then they would compete in the 12 year old class for 2012 & so on each year. It is the responsibility of ALL JLGA Exhibitors, their Parents &/or Guardians to make sure their youth are in the correct Showmanship Class according to their age. If at anytime it is found that a youth did not compete in the correct age class according to their DOB listed on their JLGA Membership card, points earned for the incorrect class will be deleted & this matter will be brought to the attention of their Parents &/or Guardians. (ADDED NOVEMBER 2011) |

| SECTION 9 MARKET GOATS Due to the economy & expense of replacing market wethers who teeth fall our prematurely, in JLGA Market Shows, Market goats will no longer be mouthed & may compete after they have lost their baby teeth. This applies to JLGA Shows ONLY! (ADDED NOVEMBER 2011) |

the state of the show that he
doesn't want the wethers fromt feet

as to how to handle the situation
regarding if he judges the goat or
not.
A) If a youth has more than 1
goat per class. They may ask
another youth to help them show their
goats but they themselves must
be in the ring also. RULE 2: All market goats must be disbudded, dehorned, or naturally polled. No disbudding or dehorning allowed on show grounds. Scurs must not exceed 1 inch in length. EXCEPTION: Some states do not require that market goats are dehorned, due to this fact if an JLGA exhibitor is from out of state & showing their market goats in JLGA shows, they must comply with their state rules & guidelines concerning horns on market goats. (Added June 2008) RULE 3: All market goats must show no evidence of permanent incisors. All market goats must have all their milk teeth. In JLGA Shows Market Goats will no longer be mouthed & may show after they have lost their baby teeth. (CHANGED NOVEMBER 2011) RULE 4: Wethers and/or non-bred does are eligible to show. RULE 5: Intact males will not be allowed to be shown. RULE 6: All market goats will be weighted & classed into 3 divisions: LIGHT - MEDIUM - HEAVY. There is no minimum or maximum weight requirement. RULE 7: Market goats must be slick sheared within 14 days of the show date. Including above the hocks & knees, including the head, but excluding the tail. |

| SECTION 11 BREEDING GOATS |
(Added
November 2010) For all breeding
classes, at no time should any
breeding goats be driven or braced.
This includes Pygmy wethers. Special
note regarding Pygmies & Nigerian
Dwarfs - due to the small size
exhibitor's sometimes may gently lift
the rear legs of the goat
slightly off the ground in order
to square them up. Also pygmy
may be picked up for judges
examination so the judge does not
have to bend over.
RULE 2: All registered goats are subject to owner verification. RULE 3: ALL Bayou Certified goats are subject to verification. We realize this is almost impossible to do on Wethers & Commercial Does, however can easily be done on ALL registered goats. If after verification a goat is found not to be eligible for Bayou Certification, this matter will be brought before the JLGA Governing Body & a committee will be appointed to investigate the matter further on a case by case basis. If after the conclusion of the investigation into the matter this goat is found to be ineligible for Bayou Certification Status, then the person who registered the goat will be asked to pay for any Bayou Certified Awards &/or premiums that goat received. The goat in question will no longer be eligible to compete as Bayou Certified in any future JLGA shows. The goat however may continue to compete for Overall placings & awards. All Bayou Certified points awarded to non-qualifying goats will be deleted. (ADDED 12/02/09) It is the responsibility of the Parents &/or Guardians of the Exhibitor submitting goats for Bayou Certification to make sure all the eligibility requirements are met regarding the goat(s) they are submitting for Bayou Certification. If at anytime after Bayou Certification has been submitted, it is found that goat does not qualify for Bayou Certification, certification will be pulled & all Bayou Certified points will be stripped. Matter will be presented to JLGA Board of Directors & any disciplinary actions will be decided by a majority vote of the board members present based on a case by case basis, including but not limited to monetary fine per occurrence, suspension of Bayou Certified privileges, or suspension or refusal of membership. ADDITION 11/14/09 AS FOLLOWS: All goats that are eligible that an exhibitor wishes to have compete as Bayou Certified, must be certified either prior to or at time of registration, before the start of their respective classes. Once the market show has started, no other market animals will be Bayou Certified for the show in progress. Also once the breeding show starts, no other breeding goats may be Bayou Certified for the show in progress. RULE 4: All breeding goats may be shown with or without horns, except when breed standards and/or show ring etiquette dictates otherwise. RULE

Depending on judge's discretion, does in this class that have not kidded naturally or are not showing any signs of being pregnant or having kidded before may be placed lower in the class. JUDGE'S DECISION IS FINAL! NO GOATS WILL BE DISQUALIFIED! Does in the 36+ month class & the Aged Commercial Doe Class SHOULD have kidded naturally at least once. 12B DAIRY DOES & BUCKS VERY IMPORTANT NOTICE REGARDING HAIR LENGTH ON DAIRY GOATS Dairy goats are slick sheared due to their very different body styles & more angulations than meat goats & excessive hair length can hide their true frame. Prior to each show on the Up Coming Events page, under each show's information it will be noted which dairy hair length rule applies to that show. Either Regular Slick-Shear Rule Slicked sheared from hoofs up including head, excluding tail & beards & headpieces on bucks where applicable. No hair over 1/4" Or Winter Dairy Hair Rule Hair length to be preferable 1" or under, but no more than 2" in length. The only exception to either rule is dairy goats in the 0 - under 3 month old class. At ALL Junior Louisiana Goat Association Youth Shows, ALL dairy goats are subject to have their hair lengths checked. If length is not passable for that show & time permits goats may be re-groomed & re-checked. Any goat that does not meet hair length requirements may still show, however judge will be made aware of situation & at their discretion goat may be place accordingly. Pygmy
wethers was a new class on a
trial basis for the 2010 Show
Season. Throughout the season the
number increased & at the end
of the show season was added as
a regular class to the JLGA Open
Youth Shows as long as the
numbers support the class. Rules &
Guidelines governing this JLGA Class
are as follows: 1. MUST be registered & have a wether certificate to be presented at each & every JLGA Open Youth Show that they compete in. 2. Goats 3 months & over must be wethered or have a castrating band in place. 3. Goats 0 to under 3 months may compete without being wethered, however once they turn 3 months old, they must follow rule #2 as stated directly above. 4. Once uncastrated 0 to under 3 month old pygmy males are shown in the Pygmy Wether class, if at a later date the exhibitor wishes to leave the animal intact, they are ineligible to be shown as an buck. 5. Pygmy wethers are not slick sheared. They show with their hair on. They are not judged for meat yields. 6. Pygmy wethers are shown by age, not weight. Classed by date of birth using date of show - Class are as follows - no divisions: 0 to under 6 months 6 months to under 12 months 12 months to under 24 months 24 months to under 48 months 48 months & older Overall Grand & Reserve Champions Bayou Certified Grand & Reserve Champions These rules apply to JLGA Pygmy Wether Classes only. 13A AOB COMPANION WETHERS |
JLGA
AOB COMPANION WETHER CLASS 1. Open to any other breed wethers OTHER THAN Boer/Boer Crosees or Pygmy wethers. 2. MUST be purebred or 100% of their respective breeds. NO CROSSBRED WETHERS ALLOWED. 3. ALL wethers competing in this class MUST be registered as a wether & habe a wether certificate from their respective breed association. At this time the ADGA does not have a wether certificate. To receive an ADGA Wether Certificate, it MUST be specially requested & applicants should fill out registration form the same as they would fill it out to register a dairy buck, then send along a written request stating that goat has been wethers & they are requesting a wether certificate. Dairy exhibitors please make sure you are going to wether your dairy buck before you request the wether certificate from the ADGA. After request has been made & certificate has been issued, it can not be changed back to buck status & you would not be able to register any kids from that buck. 4. Dairy wethers MUST be naturally polled, disbudded, or dehorned. No dehorning allowed on show grounds. Other breeds may or may not be naturally polled, disbudded, or dehorned. It is at the discretion of the judges as to whether or not to count off for escessive scurs. Horned wethers in whick their breed associations accepts this, should not be penalized for having horns. At time of show, these breeds allowing horns will be brought to the judges attention. 5. Wethers on this class are NOT to be slick sheared for this class. ALL breeds are to show with hair on. They are not showed for meat yields. Grooming & trimming is allowed. 6. Bucklings 3 months & over MUST be wethered or have castrating band in place or they will not be allowed to show. 7. Goats 0 to under 3 months may compete without being wethers, however once they turn 3 months old, they MUST follow the above rule as stated. 8. Once uncastrated 0 to under 3 month old AOB males are shown in the AOB Companion wether class, if at a later date the exhibitor wishes to leave that goat intact, they are ineligible to be shown as a buck in the JLGA AOB Classes. A 0 to under 3 month old AOB Buck may start out in the AOB Buck Class & then can be switched to the AOB Companion Class but not vice versa. 9. AOB Wethers are shown by age, not weight. If show can be finished, youth will receive their awards, placement recognition, & "End of Year" points if eligible. Parents of youth will be informed of situation and this will serve as the 1st & only verbal warning. SECOND OCCURRENCE: If situation again presents within the same year, exhibitor & goat will be dismissed from the ring & will not receive any awards, placement recognition, or "End of Year" points. | The youth work very hard all during the year raising & showing their goats & we believe that they should be rewarded for their efforts. An "End of Year" Awards Banquet will be held after the conclusion of each show season. Show season is January 1st to December 31st of each year. Type & number of awards may vary each year, depending on available funds. All JLGA members & their family are invited to the banquet regardless of participation in JLGA shows. |
| All JLGA Members, 0-19 years of age as of January 1 of the year they are a member, are eligible to count points for "End of Year" awards, providing they meet the following requirements along with all JLGA show rules, regulations, and/or guidelines. |
| 1) Must be current on membership dues |
No member will be eligible to count points at any given JLGA show if their dues are delinquent. If member's dues are made current before the start of the how they are wanting to count points in, then they will be eligible to count points earned at that show & any remaining shows for that season. However, if dues are not made current until after the show has started, the member will not be eligible to count points for that show, but will be eligible to count points for any future JLGA point show held the remainder of that year. |
| 2) Youth must show their own goat |
The only exceptions are as follows: If a youth has more than one goat per class, they then may ask another youth to help them show, but they themselves must be in the ring in that same class with their other goat. A younger sibling may show an older sibling's goat(s) without the older sibling being in the ring at the same time. ANY VIOLATION OF THIS RULES IS GROUND FOR IMMEDIATE DISQUALIFICATION. ENTRY FEES WILL BE FORFEITED. |

For Overall Market & Bayou Certified Market - youth must show market goats in eah of these calsses a minimum of 3 separate JLGA shows on one show season. 3. For all breeding classes & Pygmy Wethers - goats must be shown in a minimum of 3 separate JLGA shows within one season & goat must be under same exhibitor's name - if ownership changes at any point during the show season, the points earned after ownership changes will be awarded to new owner. Points received by previous owner will not transfer to new owner. 4. For Bayou Certified Market Goat Exhibitor & Bayou Certified Goat Exhibitor - youth must have shown animals specified under that Exhibitor award in a minimum of 3 separate JLGA shows in one season. 5. For Youth Breeder of the Year - Youth must be a paid JLGA Youth Breeder in good standings & be listed as breeder on the registration papers & goats must meet all qualifications for being Bayou Certified - JLGA Youth Breeders do not have to attend a minimum number of shows in a JLGA show season. This is a Youth Breeder award, not a show award. 6. For all Perfect Attendance awards - JLGA members must attend ALL JLGA shows in one season & compete in at least one class that day - Pee Wee Exhibitors that do not show goats in regular JLGA classes are not eligible for JLGA Perfect Attendance - Pee Wee exhibitors who do show goats in regular JLGA classes must be a paid member in good standing & t heir goat must be registered in their name & they must show their goat in a minimum of 3 separate JLGA shows in one season. 7. All JLGA Members show have met any qualifications above of attending & participating in a minimum of 3 separate JLGA shows in one season, that do not finish in the top 5 "End of Year" placings will receive a Participation Award for that show season. This does not include PeeWee Showman who do not show goats in regular classes. 8. In order to qualify for consideration of the JLGA Presidential Award, youth must attend & participate in a minimum of 3 separate JLGA shows in one season. |

& Commercial Does, and
the JLGA must rely on the
information given by the person
submitting the goat for Bayou

verification a goat is found not to
be eligible for Bayou Certification, this
matter will be brought before the JLGA
Governing Body & a committee will
be appointed to investigate the matter
further on a case by case basis.
If after the conclusion of the investigation
into the matter this goat is
found to be ineligible for Bayou
Certification Status,
then the person who
registered the goat will be asked to
pay for any Bayou Certified Awards
and/or premiums that goat received.

(Added November 2010) It is the responsibility of any of all JLGA exhibitors & their parents to make sure the goats they are wishing to Bayou Certified meet ALL the requirements as listed under the Bayou Certified Rules. The following requirements must be met for all Bayou Certified goats: 1. All Bayou Certified goats must have been conceived, born, & weaned in the state of Louisiana. Conception may have been natural or by AO of Flush means, however AO & Flush procedures must have been performed in the state of Louisiana including implantation of recipient does. Just as natural bred, or AI bred does, recipient does must reside, give birth in, & kids weaned in Louisiana. When purchasing goats from Louisiana Breeders, if the goat is to be Bayou Certified, it is the Exhibitor's Parent's responsibility to ask the following questions: 1. Was this goat's dam bred naturally or by AI & did she kid in Louisiana? If this offspring was a result of AI, was the procedure done in Louisiana. 2. Was this goat a result of a flush? If s o was the flush done in Louisiana? Was the offspring born & raised to weaning age in Louisiana. At time of certification, original registration paper or pending application papers listing breeders name (breeder is defined as the owner of the dam at time of conception) & location must be presented to JLGA Show Secretary. Secretary verifies Bayou Certified eligibility by looking at name & location of breeder first, they by looking at goat's sire & dam. If more than one case arises from the same person submitting goats for Bayou Certification or more than one case from the same breeder, after the conclusion of all JLGA investigations into these matters have been concluded, person(s) may be subject to disciplinary actions including but no limited to monetary fines & suspension from the JLGA Bayou Certified Program. |
| 5) Out of State Members |
Out of state youth are more than welcome to attend & participate in JLGA Open Shows & Events, they are also welcome to be a member of the JLGA in order to take advantage of the discounted entry fee per goat, however out of state members are not eligible to compete for "End of Year" awards. All myotonic bucks & does including "Heritage Goats" currently show in the JLGA AOB Classes. All registered paperwork should be completed no later than 60 days after the first JLGA show that goat was shown in with pending papers. ALL REGISTERED GOATS SHOWN IN A JLGA SHOW SEASON MUST HAVE THEIR REGISTRATION COMPLETED & ONLY IN THE NAME OF THE YOUTH SHOWING THAT GOAT BEFORE THE START OF THE LAST SHOW OF THE SEASON. NO END OF YEAR AWARDS WILL BE AWARDED TO ANY REGISTERED GOATS WHO DOES NOT MEET THIS QUALIFICATION. Photocopied duplicates of the original registration certificate will be treated as pending papers. NO PHOTOCOPIED DUPLICATES OF THE ORIGINAL REGISTRATION CERTIFICATE WILL BE ACCEPTED AS PERMANENT PAPERS. Dual Registered Goats: Dual registration is defined as one goat that is registered with more than 1 Breed Registry at the same time. ALL registration papers must be in the name of the youth exhibiting the goat ONLY. It is the responsibility of the exhibitor's Parent &/or Guardians to amek sure goat is not dual registered & if so, those papers also must be in the name of the exhibitor only. Dual ownership is not checked during the show season, however ownership verification will be completed on ALL goats placing in the top 5 "End of Year" placings & ALL goats will be checked for dual papers. ALL papers must only be in the name of the youth exhibiting the goat for the placing(s) during that show season, before the start of the last show of that season. NO "END OF YEAR" AWARDS WILL BE AWARDED TO ANY EXHIBITOR WHO HAS NOT MET THE ABOVE REQUIREMENTS &/OR IF OWNERSHIP VERIFICATION CANNOT BE CLARIFIED! A list of Boer, AOB, & Dairy Registries along with contact informantion is to be listed at the bottom of the Rules & Guidelines page on the JLGA website at www.jlga.org to assist exhibitors & their parents in checking for dual papers on their goats. 2 PROCEDURE FOR VERIFICATION OF OWNERSHIP |
1. Points
tables are tallied by Secretary &
an unofficial list of "End of
Year" placings is make - then verification of ownership before date of last show of the season is to be made. 2. If copy of papers are on hand the following is to be checked in the following order: a. Name of goat b. Name of owner c. If Bayou Certified Award - Breeder information is to be checked d. Date of birth of goat (this date must come first ex: 01/08/09) e. Date of purchase (this date must be after DOB ex: 05/18/09) f. Issue date (this date must be after the date of purchase ex: 05/29/09) g. Breed registries may be contacted to verify current ownership. *Please Note - All registries list a date of birth - Some only list a date of purchase - Some only list an issue date - Some list both date of purchase & issue date - All registries list a Breeder. |

3 REGARDING PENDING PAPERS |

4 REGARDING PAPERS DAMANGED, UNREADABLE, OR NOT ON HAND |
Regarding Papers Damaged, unreadable, or not on hand - If papers on hand are damaged or unreadable or not on hand, the exhibitor's parents are to be notified & asked to fax or email a copy to JLGA Adult Secretary as soon as possible. Once papers are received via either fax or email, verification follows as outlined in Rule 2 above & once ownership (before start of last show of the season) is verified then placing stands. |

5 REGARDING NO RESPONSE FROM REQUEST FOR PAPERS |
Regarding No Response from request for papers - After first response is sent, if no answer, then a 2nd request is to be sent out. If after the second request no response is received, then JLGA Adult Secretary is to attempt to verify ownership of goat through their respective breed association. If Secretary is able to do so, this will be noted & ownership (before start of last show of the season) verification will be considered complete & placing will stand. |

6 REGARDING QUESTIONABLE PAPERS |
Regarding questionable papers
- If there
are any questions regarding any information
listed on copy of papers that raises
the question of ownership or question of
ownership prior to start of last show
of the season, (such as but not
limited to, owner listed not person who
exhibited goat - date of birth, date
of purchase, & issue date are not
in correct date order) then Secretary
is to first contact JLGA Adult President
with information & then will contact the
appropriate Breed Registry to confirm information.
If able to verify information & papers
meet all requirements, ownership (before start
of last show of the season) will be
verified & placing will stand.
If questionable information is found out during phone conversation with Breed registries, then Secretary will contact President with information and ownership at this time will be unverified. |

7 IN THE EVENT OWNERSHIP CANNOT BE VERIFIED |
In the event ownership cannot be verified - If after all information is gathered & attempt by Secretary have failed to verify ownership before the start of the last show of the season, the matter must be presented before the JLGA Board of Directors at a "Special" Board Meeting & a ruling must be made by the majority of the Board Members present. The JLGA Adult President will be asked to contact the Parents of the Exhibitor with goats in question & inform them of the situation - Parents are to be given an opportunity to respond, dispute, and/or defend information & reason for delay in ownership verification. Parents are to be informed of next Board Meeting Date that this issue will be discussed, issue is to be placed on the agenda of that meeting & Parents given an opportunity to attend (or they may send a representative) this "Special" meeting, present supporting data, & to discuss matter with board. Parents or representatives must bring the original registration papers on the goat(s) in question to the Board Meeting so they can be compared with information on hand. NO PHOTOCOPIED, FAXED COPIES, OR ANY REPRODUCED COPIES OF ANY MEANS WILL BE EXCEPTED FROM THE PARENTS OR ANYONE ELSE PRESENTING THE EXHIBITOR GOATS IN QUESTION AT THE "SPECIAL" BOARD MEETING THE ISSUE IS TO BE DISCUSSED AS EVIDENCE TO DISPUTE ISSUE. |

8 IF OWNERSHIP CANNOT BE VERIFIED |
Rule 8: If in the opinion of the Board Ownership cannot be verified - If in the opinion of the JLGA Board of Directors, ownership cannot be verified after all evidence is presented at the "Special" meeting, all awards for the goat(s) in questions are to be stripped & if there are qualifying exhibitors placing under the goats in question, they are to be moved up in the final standings providing they meet all requirements & ownership has or can be verified. Any further disciplinary actions regarding the issue of unverified ownership before start of last show, are to be set forth by a majority vote of the Board Members present at the "Special" meeting this issue was discussed. ALL DECISIONS MADE BY THE BOARD REGARDING THIS ISSUE AT THE "SPECIAL" MEETING ARE FINAL! |

| Can you only show Bayou Certified Goats? | NO. All
goats are welcome providing they meet
all other requirements of their

| What are the requirements for a goat to be eligible for Bayou Certification? | Goat must
have been conceived within the state
of Louisiana. This may have been
via natural breeding or AI or
flush means however procedure must
have been done in Louisiana. Goat
then must have been born &
raised to weaning age in the

| Is there a minimum or maximum market weight for JLGA classes and can intact males be shown in the market class? | There is
no minimum or maximum market weights
in JLGA market classes. No intact males may be shown in this class. If they have not been wethered before the show you are wishing to show them in, they must be wethered or have a castration band in place. Please see JLGA Show Rules above, Section 9 Market Goats. |
| Can someone else show my youth's goats? | NO. All youth must show their own goats, with the exception when they have more than one goat per class. They then may ask another youth to help them show their other goat, but they themselves must be in the ring with their other goat. |
| May youth is unexpectedly sick or injured may someone else show their goats? | These incidences are brought before the JLGA Board of Directors on a case by case basis. However if it is approved, the sick or injured youth must be present at the show at ring side when their goats are being shown. |
| Can goats show with and without horns? | Louisiana market
goats must be disbudded or dehorned.
Out of state youth may show
their market goats according to their
State 4-H Rules & Guidelines,
however they must present a copy
of these Rules & Guidelines to
the JLGA Secretary at time of
check in. Fullblood Boer Bucks, Fullblood Boer Does, Percentage Boer Does, & Commercial Does may show with or without horns. All dairy goats must be disbudded or dehorned. All Pygmy goats must be disbudded or dehorned. Currently JLGA AOB Classes consist of any other breeds than boers or pygmies. Most of those breeds may show with or without horns. | Is there a difference between horns & scurs? | YES. Horns
are what most goats are born
with except is they are naturally
polled (born without horn buds). As
they grow out, 95% of the time
they will be round & pointed
on the ends. Scurs are what sometimes happens after a goat has been disbudded or dehorned. Most of the time when they start coming back they are more flat & sometimes curve. |
| What are excessive scurs? | Scurs that are longer than 1" in length. |
| My goats is getting scurs or has excessive scurs, may they still show? | Goats breeds that are required to be disbudded or dehorned may show with excessive scurs. It is up to the discretion of the judge at each show whether or not this will affect their placings that day. |
| I am showing a breed that is required to be disbudded or dehorned, however my goat still has their horns. Will they be allowed to be shown? | Most goat breeds that are required to be disbudded or dehorned are done so by one week of age by their breeders. If you have purchased a goat of a breed that is required to be disbudded or dehorned & the goat is not, please go back to the person you purchased the goat from to get more information on dehorning older goats. Most of the time this needs to be done by a licensed Veterinarian before a certain age. |
| My goat should have had it's horns disbudded or removed as a baby however they still have horns. Is there anyway to safely remove these horns so they can be shown? | When purchasing
any goat always make sure to do
your homework & research on that
breed especially if you plan to
show the goat as some breeds
have specific breed show standards. Please be aware that there are risks associated with removal of older goats horns such as infection & regrowth. Always check with a Veterinarian first. If your goat was not disbudded or dehorned, first check with the person you purchased the goat from for more information. Then consult a Veterinarian of your choice that is familiar with dehorning goats. Some persons do remove older goat horns by using castrating bands on the horns to cause them to fall off after a certain period of time. If you have never done this, don't attempt it on your own. Consult others that are more familiar with this process & have had success at it. |
| My goat's horns are being banded in order for them to be removed, may they still show? | YES. As long as the bands are in place & progress towards no horns can be noted, then they may show. |
